Celia serves as the Keystone Policy Center’s Controller. Prior to joining the Keystone Policy Center in February 2016, Celia worked for Summit County Government Social Services, where she managed numerous human services program accounts, budgets, and reconciled funding streams between federal, state, and local governments. For several years, Celia was a partner in a local CPA firm serving small businesses, nonprofit organizations, and individuals. Celia earned her Bachelor of Science in Business Administration from the University of North Dakota.
