Keystone works with leaders from both Tribal and non-Tribal communities to identify and address some of the most challenging issues facing Tribal and Indigenous communities.
Case Studies

Growing Ute Futures
The Ute Mountain Ute Tribal Council envisioned an education initiative that creates a science, technology, engineering, arts, and mathematics curriculum that is also embedded with Ute arts, language, culture, and traditions. Keystone Policy Center was selected to work with Ute Mountain Ute leaders to make that vision a reality. In realizing that vision, the Kwiyagat Community Academy, the first school located on the Ute Mountain Ute reservation, opened in 2021 with 27 students enrolled in kindergarten and first grade. The school is a key component of Growing Ute Futures and is already making an impact within the community. City of Boulder Tribal Engagement
The City of Boulder partnered with the Keystone Policy Center to develop a tribal engagement initiative. This effort aimed to foster collaboration and build meaningful relationships with indigenous communities that have ancestral, cultural, and spiritual ties to the lands now managed by the city. In 2024, the city received an award from the American Cultural Resources Association for its consultation and engagement efforts with American Indian Tribal Nations.
