The Keystone Center and the University of Pennsylvania’s Center for Bioethics are co-convening a cross-sector exploration of the merits and feasibility of a national dialogue on medical care in circumstances of major disaster. Keystone is facilitating and helping to design the deliberations of an evolving group of key stakeholders drawn from the fields of medicine, public health, law, and ethics. The proposed dialogue will consider the duties and liabilities of caregivers in the event of a large-scale terrorist attack or natural disaster.
