The Roadless Areas Review Task Force was a bipartisan, 13-member group created under Senate Bill 05-243 to develop official recommendations regarding the management of roadless areas in National Forests in Colorado, including what uses, if any, would be allowed in the applicable forest areas. The task force gathered and weighed Colorado’s interests through 9 public meetings, 40,000 public comments, and 7 task force deliberative meetings. The Keystone Center designed and implemented the process, including facilitating and summarizing all the Task Force deliberative and the public meetings across the state, developing an issues assessment tool to define the critical issues and possible solutions, and communication with Task Force members between meetings.
Task force recommendations were provided to Governor Bill Owens in October 2006. The Governor submitted Colorado’s petition to the United States Forest Service Roadless Area Conservation National Advisory Committee on behalf of the State of Colorado on November 13, 2006.
Senate Bill 05-243 defines applicable forest areas as “the approximately four million four hundred thousand acres of United States forest lands located in Colorado that were identified as roadless in a set of inventoried roadless area maps contained in the National Forest Service's roadless area conservation final Environmental Impact Statement, volume 2, dated November 2000, and held at the National Headquarters of the Forest Service.”
