Keystone facilitated this dialogue to examine and make appropriate changes to a Community Mine Continuation Agreement (CMCA) Review process, the agreement that affects 50,000 indigenous people who live downstream from a copper and gold mine in Papua New Guinea. The dialogue resulted in a $350 million compensation package for families affected by the mining activities; adjustments to the agreement in order to best meet the long-term sustainable development needs of the affected people; the design and implementation of a new entity that will be managed by the affected people with input

Consultation to IUCN on Multistakeholder Consultations for the Ghana EU Voluntary Partnership Agreement Negotiation Process

On behalf of IUCN, Keystone assisted in designing a multi-stakeholder process to support Ghana’s negotiations with the EU on a Voluntary Partnership Agreement on timber exports. The VPA process was approached by both the EU and the Government of Ghana as an interest-based negotiation. It was important to both parties that the negotiations address the underlying interests associated with establishing a system for defining and validating legal timber for export.

Colorado Governor’s Bark Beetle Summit 2010

Keystone helped to plan and facilitate this one-day summit to discuss the state of Colorado’s bark beetle epidemic and develop ongoing strategies to address the crisis. The Summit involved a leadership panel including Colorado Governor Bill Ritter, Jr., U.S. Senator Mark Udall, and USDA Forest Service Chief Tom Tidwell as well as presentations and panel discussions among other government, NGO, and private sector stakeholders involved in responding to the beetle outbreak. The Summit included a focus on the role of the private sector in addressing the epidemic.

Keystone facilitates the Colorado Forest Health Advisory Council, which was created in February 2008 by Colorado Governor Bill Ritter to coordinate and lead efforts that address threats to Colorado’s 24.4 million acres of forestland. Key objectives of the Council are to facilitate fire-resilient communities, restore and maintain forest health across the state, and ensure consensus-oriented forest management that contributes to local economic sustainability, including private sector opportunities.

Rocky Flats National Wildlife Refuge

Keystone led the stakeholder involvement effort for the U.S. Fish and Wildlife Service as the agency generated a Comprehensive Conservation Plan and an Environmental Impact Statement (CCP/EIS) for the refuge. Keystone facilitated the Service’s internal visioning work and alternative generation, meetings with key community organizations, a series of public scoping meetings and a series of alternative evaluation public meetings. He convened and facilitated technical review groups focusing on the issues revealed by the scoping process.

Region 6 – U.S. Fish and Wildlife Refuge System Work

Over a period of many years, USFWS staff members in the Denver regional office have asked Keystone to help with a range of refuge system facilitation needs. The projects have varied widely and have included internal visioning and goal setting, NEPA compliance, comprehensive conservation plan development, conflict resolution, interagency consensus building and public engagement. Keystone has worked on the Souris Loop Refuge, the CM Russell Refuge, the Rocky Flats Refuge and the National Elk Refuge.

Keystone facilitated the “Sustainable Breck” community engagement process, designing and leading a series of five public meetings and online surveys intended to gather community feedback on sustainability priorities for the Town of Breckenridge. The meetings include plenary presentations, workshop discussion sessions, and electronic polling. In June 2011, the Sustainable Breck program was honored with the American Planning Association's Colorado Excellence Award for a Sustainable Planning Project.

Southeast Sustainable Forestry Negotiation

The Keystone Center facilitated an important consensus on key criteria for identifying endangered forests between Georgia-Pacific LLC, Rainforest Action Network, Natural Resources Defense Council and the Dogwood Alliance. These criteria are the basis upon which endangered forests will be identified and mapped by Georgia-Pacific in its key supply regions. Keystone also facilitated a dialogue among the parties to identify natural hardwood forests, which became an important building block to Georgia-Pacific’s final definition of natural hardwoods.

Marine Mammals and Sound Workshop

Keystone facilitated a two-day workshop co-chaired by the U.S. Navy, the National Oceanic and Atmospheric Administration (NOAA), and the Bureau of Ocean Energy Management, Regulation, and Enforcement (BOEMRE). This interactive workshop with governmental, academic, and non-governmental stakeholders solicited input on key issues that underlie analysis of the effects of anthropogenic sound on marine mammals and the development of appropriate mitigation and monitoring measures. The workshop involved plenary sessions, break-out groups, and electronic polling.

Aquatic Nuisance Species Response Planning in Colorado

Keystone facilitated a policy dialogue for an interagency task force dealing with the invasion of Aquatic Nuisance Species (ANS) in Colorado. The purpose of the meetings was to reach consensus on stricter and more consistent law enforcement protocols for controlling the spread of ANS – primarily quagga and zebra mussels – into western water bodies via contaminated recreational watercraft.

New Mexico Smoke Management Program Working Team

During 2010, Keystone facilitated a collaborative working team revising smoke management regulations for the state of New Mexico’s Air Quality Bureau. The group was comprised of federal land managers, state regulatory agencies, state and private land owners, conservation groups, and public health advocacy groups. The Smoke Management Rule regulates registration, notification, monitoring, and tracking of smoke emissions due planned and unplanned wildfires on federal, state, and private lands.

Keystone is helping to create Landscape Conservation Collaborative (LCC) stakeholder groups through a series of outreach and interim steering committee meetings. LCCs are management-science partnerships for addressing climate change and other stressors at a landscape scale. LCCs provide opportunities to develop, access and share applied science as well as leverage funding, information and technical expertise for applied science projects. The Green Products Roundtable (GPR) is voluntary stakeholder group of representatives from the private, nonprofit, and government sectors working to (a) reduce confusions over the “green” marketplace and (b) improve the production and buying decisions of product manufacturers, institutional purchasers, and consumers. After exploratory dialogue, The Keystone Center formally launched the GPR in October 2009.

In response to a request from 6 U.S. Senators, The Keystone Center moderated a working group focused on the habitat provisions of the Endangered Species Act. The group sought to answer three questions posed by Senators Chafee, Clinton, Inhofe, Jeffords, Crapo, and Lincoln: 1) As currently written and implemented, is the ESA adequately protecting and conserving the habitat listed species need to recover? 2) If not, how can the ESA be improved to better conserve habitat and help species recover?

The Colorado Roadless Areas Review Task Force

This bipartisan, thirteen-member group was created under Senate Bill 05-243 to develop recommendations to Governor Owens for the future management of Forest Service designated roadless areas in Colorado, including what uses are to be allowed in these areas. The Keystone Center designed and implemented the process, including facilitating and summarizing all the Task Force deliberative and the public meetings across the state, developing an issues assessment tool to define the critical issues and possible solutions, and communication with Task Force members between meetings.

Keystone Roadless Area Conservation National Advisory Committee

Keystone facilitated a federally advisory committee, chartered under FACA, to provide advice to the Undersecretary of Agriculture on forest roadless issues. The committee or thirteen stakeholders from different forestry interests worked to build consensus agreements on state petitions to preserve or modify roadless forest area designations. Preparatory work consisted of a conflict assessment and individual interviews with each member, as well as helping to establish operating protocols for the group.

Herger-Feinstein Quincy Library Group Forest Recovery Act Modifications – Keystone Assessment Report

The Keystone Center conducted a stakeholder assessment to determine whether modifications to the Herger-Feinstein Quincy Library Group (HFQLG) Forest Recovery Act were appropriate for the remainder of the Pilot Project. Keystone interviewed parties involved in a long-standing conflict over implementation of the five-year Pilot Project administered by the US Forest Service pursuant to two Sierra Nevada Forest Plan Amendments. As part of the assessment, Keystone convened the parties to determine whether sufficient common ground existed to initiate a collaborative effort.

Bottlenose Dolphin Take Reduction Team

The Keystone Center is providing consultation and facilitation services to the Bottlenose Dolphin Take Reduction Team (BDTRT). BDTRT was established by Section 118 of the Marine Mammal Protection Act to address both short and long-term goals with regard to the take reduction plan for Bottlenose Dolphins, an endangered species. Meetings take place yearly, both in person and through webinars. The BDTRT is made up of members from the National Marine Fisheries Scientists (NMFS), fishermen, academics and environmental advocates.
