CENTER FOR SCIENCE AND PUBLIC POLICY

Renewable Energy and Energy Efficiency

Energy efficiency and renewable energy are key to creating a clean energy future. The Keystone Center facilitates on-line and face-to-face meetings to help advance partnerships, policies, practices and technologies that will support continued deployment of efficiency and renewable energy.

Projects include:

DOE EE/RE State and Stakeholder Partnerships Support (2007 - 2009)
Under contract with DOE, Keystone  conducted an assessment of stakeholder outreach and partnership strategies under the ten programs under DOE’s Office of Energy Efficiency & Renewable Energy, developed workplans and strategies for strategic stakeholder partnerships, and developed a prototype stakeholder database for EERE to track its stakeholder initiatives.

DOE Renewable Energy Credit Workshop (2007)
Keystone staff helped plan and facilitate this one-day workshop, which brought together state and federal government, regional transmission organizations, renewable project developers, the financial community, and REC tracking entities to explore ways to harmonize REC markets.

Youth Policy Summit: Energy Efficiency in America (2007)
The Youth Policy Summit challenges exceptional students from around the country to conduct original research on a topic through the school year, and then come to Keystone to present their findings, learn mediation and negotiation skills, and engage in a mock policy dialogue. The end result is a set of consensus recommendations that the students can bring back to their schools, state legislatures, and members of Congress.

National Geothermal Collaborative (2006)
The Keystone Center assisted the Bureau of Land Management (BLM) in gathering public input regarding new regulations on geothermal development and the royalty payment formula. Keystone also assisted BLM in the programmatic geothermal EIS as a subcontractor to EMPS. BLM instituted the new regulations at the end of 2006.

EPA State Renewable Portfolio Standards Collaborative (2005)
Seeing a need for a better understanding of the implementation challenges of RPS policies, EPA asked Keystone to facilitate a forum to bring together states most interested in advancing RPS.  Over a series of carefully planned conference calls, state energy, environmental, and utility regulatory staff exchanged lessons learned and opportunities for improving the legislation and implementation of RPS policies.
